A few days ago the Island Movement held an online dialogue entitled “Solar Power Plants 2025+: New Rules, New Opportunities”

On Wednesday, March 26, 2025, an online dialogue entitled “Solar Power Plants 2025+: New Rules, New Opportunities” was held. The dialogue was organized by the Otoka Movement. This interactive discussion brought together as many as 150 participants interested in upcoming legislative changes, the profitability of investments in solar energy, and the development of energy communities.

Key topics and conclusions

During the event, experts from the renewable energy, finance, and energy transition sectors discussed the current challenges and opportunities brought by the new rules for solar power plants.

One of the main highlights was the new legislative framework. A large number of participants showed interest in changes in regulations. While some expressed dissatisfaction with possible restrictions, others highlighted the positive aspects of the new rules, especially in the context of energy independence.

The topic of energy communities attracted particular attention. Experts explained how the new regulations open up opportunities for citizens and entrepreneurs to organize into communities that collectively produce, share and use solar energy. This initiative has been recognized as one of the positive outcomes of the upcoming changes.

Ivan Zoković Cola presented the activities within the ISLET project, which is being implemented by the Island Movement as part of the LIFE program with other EU partners, and which focuses on the establishment of energy communities on Croatian islands. In addition to the potential that communities have, it is also important to actively work on removing legislative and administrative barriers to their development, and therefore, a series of meetings were held within the ISLET project with the Ministry of Economy and the Energy Communities Forum in order to facilitate the process of developing energy communities and ensure the implementation of projects.

The profitability of investments in solar power plants was also discussed. It was concluded that the return on investment period will be extended, but experts emphasized that this does not mean that solar energy is becoming less profitable. On the contrary, the advantages of self-sufficiency in electricity, long-term savings and sustainability of the system are still key reasons for investing in solar panels.

Participants satisfied with the knowledge gained

During the dialogue, participants had the opportunity to ask questions and participate in the discussion. Many pointed out that they learned a lot of useful information through the webinar that will help them make decisions related to solar power plants.
