On Wednesday, April 9, an online dialogue was held on the future of energy communities in Croatia, discussing laws, challenges and solutions

The energy transition is not just a technical issue, it is a social process that requires cooperation, understanding and a shared vision. This online event, organized by the Otoka Movement, brought together experts, representatives of associations, cooperatives, citizens and local governments to openly discuss the future of energy communities – from legal obstacles to inspiring examples from Croatia and the EU.

Energy communities – a tool for a just transition?

The dialogue highlighted how energy communities can become the basis for involving citizens in the energy transition. However, although the legal framework exists, its implementation still faces a number of challenges. Special focus was placed on the legal status of energy cooperatives, which, despite their role in joint action, are still not recognized as equal participants in the energy transition.

What needs to be changed in the legislative framework?

Participants discussed the amendments to the Renewable Energy Sources Act that are currently underway, but also what is still missing to make energy communities a reality. It was emphasized that without clear and enforceable rules, citizen initiatives remain hampered.

The online dialogue brought insights from different perspectives thanks to a rich panel of speakers

Goran Čačić (Green Energy Cooperative) shared his experiences with developing business models and support schemes for citizen energy.

Ivan Zoković Cola (Island Movement) presented the ISLET project and concrete initiatives for establishing energy communities on islands. Damir Medved (Association “Bez granica”) presented the LIFE DISCOVER project and emphasized the importance of applying new technologies in small communities. Tin Bašić (Mayor) emphasized the importance of energy efficiency in buildings and its connection to the functioning of communities.

Moderator Paula Bolfan from the Island Movement successfully led the discussion and connected the topics so that all participants had space to contribute.

What do we take next?

The dialogue concluded with the message that legal changes must keep pace with the needs of communities and that cooperation between citizens, local governments and experts must be the foundation for building strong energy communities.

The dialogue is part of the project “ETO Renew: Renovation and Energy Transition of the Island”, which is co-financed by the Ministry of Regional Development and European Union funds, the Environmental Protection and Energy Efficiency Fund, the Split-Dalmatia County, the City of Cres, the Municipality of Postira and the Municipality of Lumbarda, with the support of numerous partners from across Croatia.
